Our Guiding Principles
Rule 1: Name of the Party
The name of the party shall be "Bharatha Munnetra Kazhagam" (BMK).
Rule 2: Objectives
BMK is committed to building India into a strong, inclusive, and prosperous democratic republic, drawing inspiration from its ancient culture and enduring values. The Party is dedicated to establishing a democratic state that guarantees political, social, and economic justice, equality of opportunity, and freedom of faith and expression to all citizens. It pledges true faith and allegiance to the Constitution of India, upholding the principles of socialism, secularism, and democracy.
Rule 3: Foundational Philosophy
The Party shall follow the principle of Integral Humanism to promote holistic national development, human dignity, and modernity with cultural rootedness.
Rule 4: Core Commitments
BMK is committed to: Nationalism and national integration, Democratic governance and decentralization, Positive secularism with equal respect for all faiths, Gender equity and social justice, and the peaceful resolution of differences through democratic means.
Rule 5: Party Flag
The official party flag consists of three horizontal stripes in a 3:2:3 ratio. From top to bottom, the colors are Sky Blue, White, and Red. The white stripe features a Vilva leaf at its center, symbolizing the party's cultural and spiritual values.
Rule 6: Election Symbol
The proposed election symbol for the party is the "Vilva Leaf". BMK shall apply to the Election Commission of India (ECI) for its reservation.
Rule 7: Organisational Structure
The party operates at both State and National levels, with a defined hierarchy including a President/General Secretary, Executive Councils, and various committees down to the block level. The party structure also includes numerous wings for Youth, Women, Labour, and more.
Rule 8: Membership
Membership is open to any Indian citizen aged 18 or older who is not a member of another political party and accepts the party's principles. Applicants must submit a declaration in Form A. All member data is collected and stored in compliance with the Digital Personal Data Protection Act, 2023.
Rule 9: Term of Office Bearers
Office bearers shall serve for three years, renewable via democratic election. The Party Founder may continue in an advisory capacity without executive powers.
Rule 10: Membership Register
A Register of Members shall be maintained digitally and physically by District Committees with appropriate safeguards, accessible only to authorized personnel.
Rule 11: Active Membership
Requires 3 years of primary membership, active participation, and a Rs. 100 non-refundable fee. Enables eligibility to contest or hold office above district level, subject to vetting by a Sub-Committee.
Rule 12: Categorization of States
States are categorized based on the number of Lok Sabha seats to determine organizational structure.
Rule 13: Interpretation of Constitution
Interpretation lies with the General Secretary, subject to review and ratification by the National Executive Committee.
Rule 14: Amendments
Only the National Council may approve constitutional changes via a 2/3 majority. Emergency amendments by the General Secretary require ratification.
Rule 15: Disciplinary Action
A State-level Disciplinary Committee handles violations. Procedures include a show-cause notice and right to respond. Any member who contests an election against an official party candidate can be summarily expelled after a notice period.
Rule 16: Legal and Ethical Compliance
BMK shall adhere to the Representation of the People Act, 1951, and other electoral laws. The party has a zero-tolerance policy for discrimination or hate speech and will appoint advisors for legal and data privacy compliance.
